Evaluation Manager (f/m/d)
Fulltime | fixed-term contract for 6 months with possibility of extension | based in Vienna | starting September 2020

The Vienna Evaluation Unit ( is one of few entities in the MSF movement dedicated to evaluation. It manages and conducts different types of reviews, learning exercises and evaluations on all levels (project, transversal etc). In addition, the unit conducts and supports any type of qualitative research. Besides direct evaluation work, the Vienna Evaluation Unit (VEU) aims to develop methodological knowhow and evaluation capacities through training and exchange of experience. Created in 2005, as part of the Operational Centre Geneva (OCG) the unit today offers its services to all the MSF movement and is part of an inter-sectional evaluation network.

Your responsibilities

Management of evaluations

  • Oversee evaluation processes according to the VEU standards
  • Assure proper planning, assessment and tracking of resources needed for evaluations
  • Support evaluation commissioners with the scoping of the evaluations and writing of the Terms of Reference, advising on appropriate methodologies
  • Recruit consultants to carry out evaluations
  • Network and collaborate with key stakeholders to ensure smooth communication and among all actors involved in evaluations
  • Assure the quality and utility of evaluations and evaluation like exercises (revision of the reports, feedback loops, use of quality-check tools, etc.)
  • Present and communicate evaluation outcomes
  • Develop together with the publication officer and commissioner plans for dissemination to ensure evaluations uptake and use

Capacity building

  • Contribute to the development of the evaluation culture within MSF by developing and delivering face to face and online training courses and promoting the use of evaluations
  • Support the development and update of evaluation guidelines, manuals and tools


  • Support the revision of VEU processes and procedures when needed
  • Contribute to events organized by the Vienna Evaluation Unit, such as reflective discussion on evaluation findings
  • Identify and network with external actors on specific evaluation topics and areas that can contribute to boosting up MSF's vision and good evaluation practice
  • Occasionally provide surge support to conduct real time evaluations or other exercises

Your qualifications and experience

  • Minimum 3-5 years in a monitoring and evaluation role in a humanitarian organization
  • Master or higher degree in public health, evaluation or other relevant subjects
  • Medical/paramedical background is a strong advantage
  • Commitment to humanitarian principles and values
  • Experience of monitoring and evaluation in emergency or protracted crisis settings
  • Experience advising programme teams on monitoring and evaluation issues
  • Facilitation and capacity building experience
  • Experience of working with both quantitative and qualitative data
  • Excellent communication and persuasion skills
  • Excellent analytical and writing skills
  • Excellent organizational and planning skills
  • Team player who can also work independently
  • Excellent level of English (spoken and written), knowledge of French is an advantage
  • Strong computer literacy (Microsoft Office 365)
  • Available for travel to the field and in Europe for up to 10 % of the time Our offer
