Whether going out to the projects to provide support and training for the HR field staff or working in the capital developing and implementing a national staff HR policy, HR managers provide the essential technical expertise to ensure that our national and international staff enjoy a safe and fair workplace and build successful careers with MSF. 

The HR manager is responsible for the implementation of HR policies in the project and the correct administrative management of all staff working in the project (National, International, Regional). 

Your job

As an MSF HR manager, you ensure - together with other departments in the project - good planning of mission human resources. You are responsible for the follow-up of personnel, from recruitment to end of contract. You oversee compliance with internal regulations as well as legislation and employment law of the respective country.

Your tasks may include

  • the application of national labour regulations 
  • contract management 
  • pay roll and social security contributions  
  • recruitment and development of national staff 
  • being the contact person for the workers’ council and local authorities 
  • the administration of rent, lease or purchasing agreements 
  • the management of insurance, travel, residence and work permits for all mission staff members  

You will not be facing these challenges alone. Typically, the Human Resource manager is supported by a small team that you train and supervise. You work in close collaboration with HR teams in our headquarters and in the projects to ensure that the staffing needs of all projects are met.  

Depending on your assignment, you are based in the field project or after acquiring MSF field experience you can be based in the MSF mission capital as part of the coordination team, with regular visits to the field projects. 

 

Requirements

  • A degree in HR management or administration – or related studies  
  • At least 2 years post-qualification work experience in a related field 
  • Versatile professional experience (including labour law, benchmarking, payroll, recruitment, employee development) 
  • IT skills (Excel, Word, PowerPoint) 
  • A good level of English  
  • Availability of at least 6 to 12 months

  • Ability to adapt HR practices to very different working environments, legal contexts and the national labour laws of a project country 
  • Please note that in some missions the roles of HR coordinator and financial coordinator are combined. Therefore, we are also looking for people who meet the requirements of both positions. 
  • Other languages (French, Spanish, Portuguese, Arabic, Russian) are an asset 
  • Ability to adapt HR practices to very different working environments, legal contexts and the national labour laws of a project country
